Association agreement between Ukraine and the EU determines the need to harmonize national approaches to innovation policy making with the European ones. In particular, the European Commission pays a lot of attention to the innovative development of regions, which is embodied in smart specialization strategies. They are based on supporting the development of unique industries and economic activities that represent specialization of certain regions within the national economic system. Moreover, the strategies is one of the conditions for obtaining financing from the EU structural funds

2016

The discussion on smart specialisation concept and its possible implementation in Ukraine was initiated together with active dialogue  with the European Commission and Joint Research Center.

2017

S3 assessment wheel was developed jointly with JRC  experts 

 It reflects opportunities of  S3  implementation 

2018

Smart specialisation was introduced in the official documents.

The Cabinet of Ministers of Ukraine changed The procedure for developing the State Strategy of Regional Development of Ukraine , The procedure for developing regional development strategies and action plans for their implementation, and for monitoring and evaluating the performance of the regional strategies and its action plans

The Ministry of regional development updated Guidelines on developing, monitoring and evaluating the performance of regional development strategies and action plans  

2019

Mapping economic, innovative and scientific potential of regions in smart specialisation strategies – training for all Ukrainian regions was held with the support of the JRC.

Data analysis to determine the economic and innovation potential of the territory within the implementation of the smart specialization approach in Ukraine - training seminar for the regions of Ukraine with the support of the Ministry for Development of Economy, Trade and Agriculture of Ukraine in the framework of smart specialization policy for EU enlargement and neighborhood policy, with financial, organizational and expert support development assistance program "Increasing the competitiveness of regions and the development of Polish-Ukrainian economic cooperation.

Regional Development Strategies until 2027 with at least one "smart"-goal were developed.

 2020

State Strategy for Regional Development of Ukraine  was approved on August, 5, 2020  by the Government . It  suggest smart-specialisation in the context of sustainable industrial development.
